Summary : Three thirteen-storey slab blocks built as public housing using the Sectra industrialised building system. The blocks contain 183 dwellings in total, consisting of 72 one-bedroom flats and 111 two-bedroom flats. The blocks are of storiform construction clad with precast concrete panels. The panels are faced with exposed white Cornish aggregate. Spandrel panels set with black Shap granite aggregate are used under the gable kitchen windows. The blocks were designed by the Borough architect in association with Sydney Greenwood. Construction was approved by committee in 1966.
More information : The blocks were commissioned by Blackburn County Borough Council. (1) The Primary and Alternate addresses are the individual addresses of each block; all are current and of equal status. The Alternate Name is the name that was given to the contract for the development. (1) The Birley St blocks were the third multi-storey public housing development to be constructed in Blackburn. The contract included children's play areas, reinforced concrete garages, parking areas, footpaths and some landscaping. The Blackburn County Borough Architect was Cyril Fretwell. McKinney were responsible for the foundation work, which consisted of laying the large diameter bored piles on which the blocks stand. (2) John Laing Construction Co. Ltd.'s tender for the contract was £717,255. (3) The development was one of several developments negotiated as a package with John Laing Construction Co. Ltd., whereby Laing would construct three blocks per annum over the course of five years. (4)
